뉴욕=뉴시스】노창현 특파원 = 한국 정부가 북한에 840만 달러 상당의 인도적인 지원을 통해 남북 간 긴장 완화의 제스처를 취했다고 뉴욕 타임스가 2일 보도했다.

뉴욕 타임스는 통일부 발표를 인용, 한국 정부가 세계보건기구(WHO)가 기아 및 영양 결핍 등으로 고통받는 북한의 영유아를 지원하는 대북 인도적 사업에 630만 달러를 지원할 방침이라고 밝혔다.

이와 함께 한국 정부는 210만 달러 상당의 국내 12개 민간단체의 인도적 대북 지원 사업도 승인했다. 이는 의료용품과 분유와 비타민, 두유, 문구, 신발 등이다.

타임스는 이 같은 지원이 남북한이 지난달 이산가족 상봉에 합의한 이후 시행되는 것이라는 점을 주목했다. 신문은 이달 25일 열리는 이산가족 상봉은 지난 1980년대 처음 시작되었으며 2010년 남북 관계가 악화되면서 중단되었다고 소개했다. 이어 남북 관계는 지난 2월 북한의 3차 핵실험 등 악화일로였지만 최근 수주 간 해빙 무드가 조성되었다고 덧붙였다.

한국은 지난 7월 북한 어린이와 임산부를 위해 유니세프와 민간구호단체들을 통해 730만 달러 상당의 용품을 지원했으며 지난달엔 4월부터 폐쇄됐던 개성공단 재개에 북한과 합의했다.

타임스는 “북한이 국제적인 원조와 함께 최근 수년 간 농작물 수확이 호전되고 있지만 여전히 식량 부족의 어려움을 겪고 있다”면서 UN에 따르면 5세 이하 북한 어린이의 28%가 만성적인 영양 결핍에 처해 있다“고 보도했다.

SEOUL, South Korea ; South Korea promised $8.4 million worth of aid to North Korea on Monday, a conciliatory gesture that followed recent steps toward easing inter-Korean tensions and reviving economic and humanitarian cooperation. The South Korean government will provide $6.3 million to help finance the World Health Organization’s efforts to improve medical service for malnourished infants and other children in North Korea, the Unification Ministry of South Korea said in a statement. Separately, 12 South Korean private relief groups will be allowed to send a total of $2.1 million worth of medical supplies, baby formula, vitamins, soy milk, stationery and shoes for North Korean children. The developments followed the two Koreas’ agreement last month to restart a program that reunites family members who were separated by the Korean War six decades ago. The next reunions are scheduled to begin on Sept. 25. The family reunion program, which began in the 1980s, was halted in 2010 when inter-Korean relations were deteriorating. Relations soured further after the North tested a nuclear device this February. But hopes for a thaw on the divided Korean Peninsula have grown in recent weeks. In July, the South approved a total of $7.3 million in aid for children and pregnant women in the North, to be delivered through Unicef and direct shipments by private aid groups. Last month, North and South Korea agreed to reopen the jointly operated Kaesong industrial park, which had been idled since the North pulled its workers out in April. Despite international aid and gradual improvements in its grain production in recent years, North Korea still experiences dire food shortages. Nearly 28 percent of North Korean children under 5 years old suffer from chronic malnutrition, according to United Nations surveys.
